just took tank off my 62 econo to find the vent hose just wire tied to the filler pipe is that the way it should be

Hello all. Maybe someone out there can help with this anomally. 1987 K100 RT 46k miles. after a few month hiatus off the road due to a broken clutch cable I took the bike's fairing all off and replaced clutch, throttle, and choke cables.
Is it really necessary? No such animal on the OEM cap! What terrible thing happens if I ditch it?
Does any one have a source for the fuel tank hose that connects the filler neck to the fuel tank and the gas tank breather hose? My local Napa store was not able to find them. 67 dodge a100 Thanks.
I'm putting back my fuel tank that was off when I purchased the bike. I just flushed the tank to get rid of the old 1996 gas, cleaned the pump filter and replaced the fuel filter. Now it's ready to go back on. Since I didn't see where the two (2) vent
