Carter 2bbl flooding ?

Working on a 1970 Carter 2bbl. There were complaints of heavy fuel smell when the vehicle had been driven / warmed up, then turned off for a while. I cleaned and threw a rebuilt a rebuild kit in thinking it was getting debris at the needle and seat. Now that I am test driving it has twice overflowed with fuel as if the float is set too high, but it isnt. Is this a common problem?
